we are really stuck on this one we searched the website that you suggested but are still stuck this is what we came up with is this correct punctuation?

Jawaharlal Nehru, the first prime minister of independent India, said that, "culture is the widening of the mind and of the spirit."

With the phrase, said that, you're introducing an indirect quotation. But this is obviously a direct quotation (Nehru's actual words), so you need to omit that.

You also need to capitalize Culture.
