In English, do you mean how do you solve for x and y?
multipy the top equation by 2, and the bottom equation by 5
4x-10y=28
15x+10y=200
then add the equations...
19x+0y=228
divide each side by 19
x=228/19=12
Now go back to either of the original equations, but 12 in for x, and solve for y.
