Please outline some possible options for resolving the following crime issue in russia: a five year old boy killed his newborn sister to watch TV
I was sowndering if a youth justice conference is good but is there one in russia and can the boy's parents be charged and be brought to the district court for leaving their child unattended? I need help since there are different court systems in differnt countries

The rule of judicial precedence does not exist in Russian, so the judge of the courts can really do whatever they want, taking the time they want. Prosecutors can really argue just about any crime and punishment can apply.
