B.the organization developed work projects for artists, musicians, and writers.
C.it laid much of the nation's infrastructure on which the U.S. still relies.
D. the WPA was one of the most successful New Deal agencies
I think the answer is C.

I disagree with your answer. Many buildings, parks and other public facilities were built by the WPA.

I think that A is the best answer because the WPA employed about 30% of the eligible unemployed workers.
