f '(x) = 12x^2 + 2ax + b
f ''(x) = 24x + 2a
f '(-1) = 0 = 12 - 2a +b ---> 2a - b = 12
f ''(-2) = 0 = -48 + 2a ----> a= 24
then 2(24) - b = 12
b = 36
a = 24 , b = 36
