1. Most assuredly you don't want to turn it off (apagar) = WAIT. The question asks what do you do when it's hot? The answer: I turn off the fan when it's cold = is fine IF you were asked to write the opposite?

Always type out the instructions so we know for sure what you are to do. If you are merely to answer the question, here's my answer: (Yo) enciendo la ventiladora cuando hace calor.
