Good question. My belief is that it will never become an exact science, nor will societies follow optimum economic strategies if the experts knew what they were. People do not always act in their best interest. Neither do societies.
Economic rules of thumb and platitudes like "The trend is your friend" and the "greater fool theory" do not always work.
