Here is a good site for H2O2 including bond angles. I couldn't find any I thought appropriate for chlorate ion. It is a trigonal pyramidal ion with the angles less than 109.5. Since NH3 is 107o and NF3 is 102o, my best guess is the bond angle is about 105o but you need some confirmation of that.
