Germany began its policy of expansion in 1936. After Prime Minister Chamberlain accepted Germany's promise that it would not expand beyond Sudetenland (a part of Czechoslovakia) and Germany had annexed Austria, the German invasion of Poland made it clear that Germany and its Axis partner Italy intended to conquer all of Europe, including Russia. By the end of 1939, Germany controlled most of Europe.
