At the bottom of the swing, both the weight and the centripetal force M V^2/R must be supperted by the hand.
You need to provide the units of the "weights". Newtons or pounds (weight)? Slugs or kilograms (mass)?
To come up wth a velocity V at the bottom of the arm's swing, you need to know how often the arm swings, and how the maximum velocity is related to the average velocity. (It is probbaly about twice the average)
