Area could be 2 x 24, 3 x 16, 4 x 12, 6 x 8 (and vice versa). Perimeter equals 2L+2W. If the area was 2 x 24, the perimter would be 2(2)+2(24)=4+48=52. Do this with the 3 x 16, 4 x 12, and 6 x 8, and see which has the smallest perimeter.
Some possible dimensions:
6 by 8
4 by 12
3 by 16
2 by 24
Which of these would have the smallest perimeter?
