Propaganda doesn't have to be misleading information. Propaganda is any information designed to help a cause, person, or nation.

In this case, women buying war savings stamps are NOT going to save the nation in the same way that Joan of Arc saved France. These savings stamps brought in a little money, but it made ordinary people feel they were doing something for the war effort.
