There is always the question of distribution. It should not be too far away from the market to minimize the distribution losses and costs.
However, a bigger question deals with the nature of the plant. The considerations are completely different between hydroelectric, nuclear, petro-chemical or fossil fuel plants, due to the abundance and costs of the raw materials, environmental questions, and safety/security concerns.
