let x = +2
y = (1/4)^2 + 3
= (1/16) = 3
= 1/16 + 48/16 = 49/16
let x = -3
y = (1/4)^-3 + 3
= (4)^(+3) + 3
= 64 + 3 = 67
of course if x = 0
y = (1/4)^0 + 3
= 1+3 = 4
