-3y=2-8x

y=(8/3)x+2

so the slope of the given line is 8/3 and since the line is parallel, it will have the same slope. now we can use the given point to solve for b

y=mx+b

y=(8/3)x+b

-4=(8/3)(6)+b

12=b
