First of all, I have never seen nor heard of "ta, too, four, titi" and I would call the teacher for an explanation.
With the words, based on the syllables, and the stress, I'd have the children "tap" out the beats on the desk top with the edge of a pencil on the side of the desk (so as to leave no mark on the desk), emphasizing the stress. Here are examples with X representing the louder "tap" or the stress.
