d. Answers (a) and (b) are correct.

I'm torn between (c) and (d)

    d? a is totally incorrect, it was passed in 1946.
    b? I don't know exactly what "matching" means, it is unclear. However, in Hill-Burton, the federal govt provided 1/3, state 1/3, local 1/3 funds.
    c. true.
    I have tried to figure out why you fixated on a and b. Did you do any reading. The wiki summary is fairly good.
