a. was a New Deal act providing health insurance to the poor.
b. provided for state matching funds to establish health clinics.
c. provided federal support for the construction of new hospitals.
d. Answers (a) and (b) are correct.

I'm torn between (c) and (d)

d? a is totally incorrect, it was passed in 1946.
b? I dont know exactly what "matching" means, it is unclear. However, in Hill-Burton, the federal govt provided 1/3, state 1/3, local 1/3 funds.
c. true.
I have tried to figure out why you fixated on a and b. Did you do any reading. The wiki summary is fairly good.
