Homework Help: math

Please help solving this problem.

Solve the following word problem:
One poll reported that 48% of city residents were against building a new stadium. The polling service stated that the poll was accurate to within 3%. What is the minimum percent of city resident that oppose the stadium?

Is it right if we subtract 3% from 48%? Then the answer comes to 45%.
