Homework Help: HISTORY

I am working on a paper for my college HIS class, I have found everything I need but am struggling finding information to answer one area..if someone could point me into the direction of some useful information, I would really appreciate it! :

How was the conflict between supporters of a strong federal government and champions of states’ rights characterized then, as opposed to now?
