You need to find the area of both circles. Then subtract the area of the inner circle from the outer circle.
A = pi * r^2
A = 3.14 * 15^2
A = 3.14 * 225
A = 706.5 square feet
A = 3.14 * 21^2
A = 3.14 * 441
A = 1384.74 square feet
1384.74 - 706.5 = ?
