I think the KKK is much more aggressive than passive aggressive.
At times, political parties can be passive agressive. Disgruntled workers may be deliberately passive aggressive. The Civil Rights movement was rife with passive agressive behaviors.

I don't see where terrorists or hardened criminals are the least bit passive. They are blatantly aggressive.
Please go back and check the characteristics of passive aggressive behavior.
