To measure one-third cup of flour, you can follow the following steps using a quarter cup and a half cup measuring cup:

1. Start by using the half cup measuring cup. Pour flour up to the half cup mark.

2. Take the quarter cup measuring cup and fill it with flour.

3. Add the flour from the quarter cup into the half cup that is already partially filled with flour.

4. Now, you should have three-quarters (3/4) of a cup of flour in the half cup measuring cup.

5. Use a spatula or any flat utensil to level off the excess flour on the top so that the flour is level with the top rim of the half cup.

6. Finally, carefully pour out the excess flour until there is only one-third cup of flour left in the measuring cup.

The way I do it is to measure even the 1/4 cup, empty it, and then fill it half way.
