I have thought about this for two hours. Finally, I have concluded it all depends on what you mean by "good leader". In one country, "Dear Leader" is used, and I suspect it does not mean the same to very many people.
"Good" is a word like that. What is good to one, may be evil to another, in fact, it often is.
