What are some of the challenges to using a managed care approach in mental health care? How does a managed care model of mental health care reduce health care spending?

challenge: Modeling and predicting mental health outcomes is risky.

I don't have an opinion that can be posted in a public place on the last question, but suffice it to say, some folks believe if you dont spend money, money is saved.
