Since the new line must be parallel to the old line, it must have a slope of -1/4
so let its equation be
y = (-1/4)x + b
plug in our new point (-5,1)
-1 = (-/4)(-5) + b
-4 = 5 + 4b
b = -9/4
so y = (-1/4)x - 9/4
