I doubt if it has a recognized meaning, many folks invent terms to make themselves and their work seem important. They then argue and spend their life explaining such terms.
In several countries, the term "public health" means taking care of health concerns for society, but in fact, in those same countries they have ill defined missions of (often) little consequence. Consider drinking water safety, planning for communicable diseases, etc.
