I belive the C is correct answer.
Why would the program director and caregiver have anxieties? Why would a child in the program have anxieties of the child coming into the program? Why would the enrolling parents and children have anxieties?
If you start to list the anxieties each one would have, you'll see a stronger amount on the enrolling parents and children.
