.025 moles of Cl is smaller
.028/.025= 1.12
.025/.025= 1 Answer: experimental empirical formula= ZnCl

Yes, the work you show is correct; however, the correct empirical formula is ZnCl2. If you post the grams Zn and Cl2 and how they were determined, perhaps we can spot the error.
