If you are talking about "flashbulb" memories — vivid images that are retained because the are so emotional — (Presidential assassination, shuttle explosion, 9/11), then I would agree with you. In these cases, stress hormones increase our arousal level and enhance the memory.
However, I don't know if this can be applied "across the board."
