To print onto a paper 8½ x 11 inches?
2" top margin
2" right margin
2" left margin
6" bottom margin
Then you'd have 8½ - 4 = 4½ inches for the width.
And you'd have 11 - 8 = 3 inches for the height. If you want this to be 2½, then make the bottom margin 6.5 inches.
Check the arithmetic to be sure.
