the three fifths law would not give those slave owners the representation they thought the deserved. The delegates against slavery only wanted to count the residents of each state and slave owners wanted to be able to count each slave. This would have given those states with slave owners more representation in the House and Electoral College. The effect actually changed who eventually became President prior to the war. Because slave states had more votes and dominated the top offices. So, with that said it could be said it lead to the civil war via the unequal count allowance.
