Aristocrats are members of the aristocracy which "is a class of persons holding exceptional rank and privileges, especially the hereditary nobility." (From Dictionary.com)
A democracy is a government of ordinary people who vote for their leaders. Aristocrats are no more important than any other citizen.
Development of an aristocracy has nothing to do with democracy.
So even tho that the Aristocracy was a form of govenment it was more of a social standing than a democracy??
An aristocracy form of government has a small group of leaders who either inherited their government position or bought it with lots of money.
A democracy lets all citizens vote for their government. A government of aristocrats does not let citizens vote for their government.
