Your teacher is dreaming. There is no single National Health bill in the US Congress as of this time. Ask your teacher about this.
I found one that says National Health Bill 2009. I decided to do that since it's only two pages.
When it comes to the current Health Bill under consideration, it is very lengthy but I have 1) the proposed Health Bill 2) the counterproposal and 3) a summary.
You would be wiser to pick what you have found because it fulfills the "letter of the law" (what your teacher asked for) and will take far less time than an in-depth study of what I've already spent 3 days on!
