Approach level probably means the level a student is when he's about ready to learn a concept. For instance, a child who can count to 20 is probably at the approach level and ready to learn simple addition and subtraction.
On level means that the student has learned what most other students in his grade/age group have learned.
Beyond level means he knows more about some specific skills than many others in his grade.
