What added to MgCl2 + 2H2O will yield Mg(OH)2 + Cl2?

Permanganate in a basic solution might do it. But you would end up with MnO2 also and that may not be desirable. If you are trying to make this reaction go for some reason, why not post the entire problem instead of trying to piece it together.
