In most cases, especially in organic chemistry, writing a reagent or a set of conditions (temperature, pressure, uv light, that kind of thing) above the arrow means some of that is required but no specific amount is needed. For H2SO4 it probably means that some of it is needed, perhaps as a catalyst.
