From memory, and that sometimes has to be checked, both Northern and Southern colonies had very similar "legislative" organizations to England, ruled by "Governors" (who was the King's representative), but unlike England, the colonies population had a general mistrust, disdain, and avoidance of government and the functionaries of government. Government was viewed askance, not loved, nor voluntarily obeyed in many instances.
