you should use brackets to establish the correct order of operation.
I am sure you meant
(6s^2+11s-21)/s รท (s^2+11s+24)/(st)
= [(s+3)(6s-7)/s][st/((s+3)(s+8))
= t(6s-7)/(s+8) , s not equal to 0, -3, or -8
