If by volume you mean mass/volume, you take 40 g bleach and add to to water to make 100 mL solution. Of course that's for 100 mL solution so you multiply everything by 5 to obtain 500 mL. If you have pure bleach and you mean volume/volume, take 200 mL bleach and make to 500 mL
