(Which one is correct, #1 or #2? Do we have to use 'find' or 'finding'? Are both OK?)

Your second sentence is correct.
You should only use "find" in this sentence.

#2 is correct.
You could make #1 correct by adding "who" = If our reporters find people who throw, etc.
