School council is a variation on school. Social systems that you're part of include your neighborhood, circle of friends, and perhaps your church/synagogue/mosque or Scouts, Y, etc.
Friends are not a naturally occurring social group because you choose your friends. In addition to family, people are born into an ethnic group and have kinship or tribal groups.
