In my case, my mother began teaching me around 4 years of age. Have you seen the Oprah TV show where a young boy of around 5 is already composing his own pieces? Good luck! The piano is the very best instrument to begin with. Of course, your daughter may not be able to read music yet, although there is a wonderful cardboard scale to post behind the keys and that is very helpful.
