If you have begun this in the past tense, you should stay there.

le chalut = the trawl? How does this fit into what you have written? Because this is out of context, I can't "see" the entire situation.

il dit or il a dit? qu'à... Again, if you are in the past tense, you need to stay there. (sequence of tense)

The only way to know if what you are saying makes sense is for you to provide the English of what you think you are saying, or at least "paint a background" for this story!
