The major artistic achievements in the 17th century seemed to be in the Low Countries and Italy, although neither of hese are among your choices. That leaves France and Spain. Check this site and make your decision.

I don't like the answers. France, Italy, and in the Dutch counties 17th century flourished in painting, sculpture, and architecture.
