a) The handrail must increase in elevation by 2 for each horizontal distance of 3. The slope is therefore 2/3.
b) The other endpoint will be at
(L, 3 + (2/3) L)
where L is the horizontal distance covered by the flight of stairs. You omitted a dimension needed to solve the problem. Perhaps it was in the Figure you did not show.
