one of the purposes was to give us a stong central government rather than a weak one as we had under the articles of confederation. It was clear that a strong central government was necessary for us to get anything done, othewise a few states could effectively render any laws made by our government useless, and foreign governemtns did not take us too seriously in negotiating treaties and trade agreements. they had to negotiate with each individual state otherwise.
