New England is only a small part of North America. The first permanent settlement in North America was established by the Spanish in 1565. However that town is not one of your possible answers.

The questioner must mean the first English settlement in North America.
That settlement was established in Virginia in 1607.
Look at the dates each of the places in #2 were settled.
Make sure you look up Jamestown VIRGINIA though, not Rhode Island or something!
