The charge on all atoms is zero because atoms have equal number of protons (with a positive charge) and neutrons (with a negative charge). The charge of an ion is determined by counting the excess of electrons or protons. An excess of 1 proton is +1 charge, an excess of 2 protons is +2 charge, an excess of 2 electrons is -2 charge, etc.
