slope of given line = 7/4 so our m = 7/4
so far
y = (7/4) x + b
now put the point in
4 = (7/4) (-2) + b
16 = -14 + 4 b
b = 30/4
so
y = (7/4) x + 30/4
or
4 y = 7 x + 30
