First, I assume you mean President Franklin Roosevelt (not President Theodore Roosevelt).
Franklin Roosevelt believed that the government should help everyone, especially the poor and unemployed. Ronald Reagan believed that when the government gave financial support to business, that money would "trickle down" to help everyone.
